The people were not safe inside their houses as well.  Floods forced everyone to come outside their houses and gather in a single place or ask for help. The condition of the people had become very miserable and the government came forward to help them in these tragic times.  They tried their best to help the people by providing them food and shelter so that they are not rendered homeless.
